These reports are good (and disheartening) to look at. They have a good breakdown of basically all of the negatives we face as well as how one problem can affect the other.
The only sticking point I have within the whole report is this (for example I am using the NC one)
The problem with the repeatedly referred to statement is that there could be multiple reasons for the action. It could be that the officer made the mistake by accident or they were doing it on purpose to provoke a reaction. I am pretty sure that anyone that reads it can say that it is the provoking part (and I would agree), but the result may be slightly skewed because of "honest mistakes".
I am not defending it, but just pointing it out
